These Terms and Conditions govern your use of the Cowichan Independent Living Resource Center website at cvilrc.bc.ca.
The website is operated by Cowichan Valley Independent Living Resource Centre Society, operating as Cowichan Independent Living Resource Center (CVILRC, we, our, or us).
By accessing or using this website, you agree to these terms. If you do not agree, please stop using the website.
1. Purpose of the Website
This website provides general information about CVILRC, our programs, community resources, events, and ways to contact or support the Centre.
The website does not provide user accounts, online program applications, or online tax and parking-placard processing.
Contacting us through a telephone or email link does not guarantee service, eligibility, approval, or an appointment.
2. General Information Only
Website content is provided for general information. It does not replace professional legal, medical, financial, tax, accessibility, or other advice.
CVILRC works to provide accurate and current information. Programs, fees, eligibility rules, schedules, contact details, government requirements, and community resources change.
Contact CVILRC or the organization responsible for a program to confirm current information before making a decision.
Information about another organization does not represent an endorsement or guarantee of its services.
3. CVILRC Services
CVILRC services are subject to eligibility requirements, available funding, staff or volunteer capacity, appointment availability, program rules, and any documents or authorizations required for the service.
We reserve the right to change, pause, limit, or end a service when operational needs, safety concerns, funding, legal requirements, or program rules require a change.
We will make reasonable efforts to communicate changes affecting scheduled services.
Some programs have separate applications, consent forms, loan agreements, declarations, or service rules. Those documents also apply when you use the related service.
If these website terms conflict with a program-specific document, the program-specific document governs the service involved.
4. Income Tax Assistance
CVILRC provides income tax assistance through the Community Volunteer Income Tax Program for eligible individuals.
You are responsible for:
• Providing complete, accurate, and current information and documents
• Telling the volunteer about all income, benefits, deductions, credits, dependants, and relevant changes
• Reviewing your return and confirming its accuracy before submission
• Keeping copies of your tax return, notices, slips, receipts, and supporting records
• Responding to requests or decisions from the Canada Revenue Agency
CVILRC and its volunteers prepare returns using the information you provide and the rules of the applicable program.
Participation does not guarantee a refund, benefit, credit, assessment result, or acceptance by the Canada Revenue Agency.
5. Accessible Parking Placards
Accessible parking placards are issued and administered under applicable laws and program rules.
Applicants must provide complete and accurate information, including any required certification from an authorized health-care professional.
Eligibility, placard duration, fees, renewals, replacements, and permitted use depend on current program requirements.
Receiving a placard does not give permission to ignore posted parking restrictions or use spaces where the placard is not valid.
The placard holder is responsible for:
• Using and displaying the placard correctly
• Protecting the placard from loss, theft, or misuse
• Reporting changes that affect eligibility
• Reporting a lost, stolen, or damaged placard
• Following all applicable parking laws and program rules
CVILRC reserves the right to refuse, suspend, or cancel a placard where required by law or program rules. This includes cases involving false information, ineligibility, duplication, transfer, or misuse.
6. Medical Equipment Loans
Medical equipment availability is not guaranteed.
Equipment loans are subject to available inventory, suitability, loan periods, deposits or fees, and any separate loan agreement used by CVILRC.
Borrowers are responsible for:
• Providing accurate information about the requested equipment
• Confirming with a qualified health-care professional that the equipment is suitable for their needs
• Inspecting the equipment and reporting damage or concerns before use
• Using the equipment safely and for its intended purpose
• Following instructions provided with the equipment
• Returning the equipment on time and in the condition required by the loan agreement
CVILRC does not diagnose medical conditions or prescribe equipment.
Stop using equipment and contact a qualified health-care professional if its use causes pain, instability, injury, or another safety concern.
7. Donations and Third-Party Payments
The website includes links to third-party donation or payment services.
Transactions completed through another provider are also governed by the provider’s terms and privacy policy.
CVILRC is not responsible for the operation, security, availability, or processing errors of a third-party payment service.
Contact CVILRC if you have a question about a donation received by the Centre or a charitable tax receipt.

13. Limitation of Responsibility
To the fullest extent permitted by law, CVILRC, its directors, employees, volunteers, and representatives are not responsible for indirect, incidental, special, or consequential loss arising from your use of, inability to use, or reliance on this website or an external website.
This includes loss resulting from outdated information, broken links, service interruptions, third-party content, or decisions made using general website information.
